The term has been used over and over again by a variety of people for many years now. No one can truly say who coined the phrase "Slower Lower Delaware". But it was first introduced in apparel form at Suzie's Tavern & Restaurant in Millsboro, Delaware.
Since they were first donned by loyal customers in 1991, "Slower Lower Delaware" t-shirts, sweats, and caps have become synonomous with Sussex County, Delaware.
